Sanction History Window

Resource>General>Sanction History

The Sanction History window contains details regarding provider sanction actions taken against a selected resource by the Office of the Inspector General (OIG) of the U.S. Department of Health and Human Services or by the New York Department of Health (NY DOH). This window displays a grid containing data provided in the OIG or NY DOH sanction files downloaded from the Internet and processed through the Provider Sanction List in Transactions>General.

This window displays:

Agency to which the sanction applies (OIG or NY DOH)

>

Date when the user last downloaded a sanction file from the OIG website

>

User who processed the sanction file in Transactions>General>Provider Sanction List

>

Method used to enter sanction data: Manual or Download

>

Date when the resource was sanctioned

>

Code and description of the sanction type

All fields, with the exception of the User and Method fields, are editable so that the user can manually enter data into the fields; however, any sanction list data downloaded from the agency files is populated in the grid as well.

If a provider has already been sanctioned, the system will not duplicate the entry in the Sanction History window. It will, however, change the date in the Date Verified column to display the updated date.

The Sanction History window is also where you can reinstate sanctioned resources by entering the reinstatement date in the Reinstated Date column. This column is automatically populated by the system only if you have downloaded and processed a Reinstatement File from OIG. NY DOH does not provide a reinstatement date. When a new NY DOH sanction list file is downloaded, the system will compare the file against the NY DOH-sanctioned resources in the application. If a sanctioned resource no longer appears on the NY DOH report, the resource is considered reinstated, and Allscripts Homecare populates the Reinstated Date column with the date the file was verified.

View a Resource's Sanction History

1.

In the Resource component, select a resource.

2.

Select a resource.

3.

Go to General>Sanction History.

4.

Review the sanction history data as appropriate, making edits to any fields as appropriate.

The User and Method fields are read only.

5.

Save your changes.

Manually Add Sanction Data To a Resource's Sanction History

1.

In the Resource component, select a resource.

2.

Add a row to the Sanction History grid.

A row appears with the Date VerifiedUser and Method fields populated.

3.

Complete the fields as appropriate.

4.

In the Type column, click the ... button.

The Select Sanction Type window appears.

5.

Click to highlight the applicable sanction type in the grid, and click OK.

The Type and Description fields populate with the selected sanction type.

6.

Save your changes.

Reinstate a Resource

Allscripts Homecare automatically populates the Reinstated Date in Resource>General>Sanction History under the following circumstances:

if you process an OIG Reinstatement File; or

if you process a NY DOH sanction file and the resource is no longer on the sanction list, the date the sanction file was verified that shows the previously sanctioned resource no longer appears on the report.

However, you can also manually reinstate a sanctioned resource by entering a date in the Reinstated Date field. When you reinstate a resource, the application will automatically create a new role for the resource in Resource>General>Roles. The Status field will display Active and the Employment Date field will be populated with the reinstated date provided in the OIG file. This ensures that the sanction history is maintained in the application.

In the Resource component, select a resource.

Go to General>Sanction History.

3.

Select the appropriate sanction history line in the grid.

4.

Enter the resource's reinstatement date in the Reinstated Date field, or click  in the field and select a date from the calendar.

5.

Save your changes.

The resource appears with a new active role in Resource>General>Roles.
