Order Proposals

What are we doing?
Adding the ability for users who do not have appropriate prescribing/ordering credentials the ability to propose or queue up an order for a practitioner.
Why are we doing it?
Within prescribing workflows, there are users (medical students, pharmacists, and others) who have the necessary clinical knowledge to know that an order should be placed, but do not have the required legal permissions necessary to place an order. Traditionally, it would be a phone call between a provider and another clinical user that would notify the provider to the clinical need that justifies a new order. However, there are situations where a provider may not be immediately available and the ability to propose an order within the EHR is needed.
How are we doing it?
A new Propose checkbox will be added to the Order Entry Console (Orders This Episode section) for users with permissions to propose orders. Selecting the checkbox will allow a user to enter a new order and select existing order actions (D/C, Modify, Renew, Hold, Resume, Reorder) as a proposal. Proposed orders will appear in a practitioner's Proposal Queue where they will be able to either Add to Scratchpad or Reject a proposed order. Rejected proposed orders can optionally contain a rejection comment that is sent to the proposing user.
