Incident Tracking User Permissions

What are we doing?

The myAvatar Incident Tracking forms Open Incident, Close Incident, and any modeled Incident entity forms will only return incidents that the logged-in user has permission to view. 

Why are we doing it?

To manage the ability for staff to view incident records that they did not file, or that they do not have a management purpose to review. 

How are we doing it?

myAvatar will be enhanced with a new form to facilitate management of the Open/Close incident workflow that will support defining users and/or user roles as incident program manager or incident administrator. These roles will have access to incidents filed for the defined program or will have access to all incidents, respectively. In addition, users that are configured as supervisors will have access to incidents filed by the staff members that report to them.  Finally, users that submit an incident may be able to view and act upon that same incident record.
