Provider Sanction List Window

Transactions>General>Provider Sanction List

In the Provider Sanction List window, you navigate to the sanction list you downloaded and process the file to search for providers on the list that match the resources in Allscripts Homecare. You review the matching resources and click OK to integrate the sanction data into the Resource>General>Sanction History and update the resources' status in Resource>General>Roles.

When you have selected the sanction list file in the File Name field and click Process File, the application searches for matching providers in the Allscripts Homecare database based on the following columns from the sanction list file:

>

UPIN (if OIG sanction list file)

>

License # (if NY DOH sanction list file)

>

Last name, first name combination

If the system processes the file and finds no matching resources, a message displays reading "There are no resources that match any of the entries on the Provider Sanction List."

If the system processes the file and finds matching resources, a screen appears with the sanction list file name and the date and time downloaded displayed in the upper left portion of the screen. The remainder of the screen consists of a Matches Found grid where the system displays resources that have been found to match the resources stored in the Resource component, including the resources' sanction date and type. You also have the option of selecting Do Not Sanction for resources if you wish to defer action on the resource for whatever reason. When you click OK, all resources listed as sanctioned will have their status in Resource>General>Roles changed by the system to Inactive, with the sanction date listed in the termination Date field. The Reason for Termination field populates with the words "Resource Sanctioned." 

Before importing the Sanction List

Before importing the Sanction List the user must download files from Office of the Inspector General (OIG) - www.oig.hhs.gov or New York Department of Health (NY DOH) http://www.health.state.ny.us/health...ud/listing.htm web sites.

Note: Internet access and a Web browser are required for download process.

The OIG website provides the possibility to download two files:

>

updatedleie.exe – The complete listing of sanctioned providers;

>

rein(mmyy).exe – The list of sanctioned physicians who have been reinstated by OIG.

Navigate to the saved updatedleie.EXE rein(mmyy).exe file and double-click it. A DOS window appears briefly as the system extracts the UPDATED.DBF (mmyy)REIN.DBF file. Now the file is ready for use.

The NY DOH website provides possibility to download .txt file or .csv file. These files are ready for use immediately after the download is complete.

When you process the reinstatement list, the system populates the Reinstated Date fields in Transactions>General>Provider Sanction List and Resource>General>Roles with the date in the file that OIG reinstated the sanctioned resource.

When you reinstate a resource, the application will automatically create a new role for the resource in Resource>General>Roles. The Status field will display Active and the Employment Date field will be populated with the reinstated date provided in the OIG file. This ensures that the sanction history is maintained in the application.

How to make the files Updated.dbf and (mmyy)Rein.dbf ready to view

If you are using a .dbf file, you need to make the file ready to view when you click View Report in Transactions>General>Provider Sanction List.

1.

Double-click the UPDATED.DBF/(mmyy)REIN.DBF sanction list file. The Windows cannot open this file dialog opens.

Select Select the program from the list, and then click OK.

In the Open With dialog, do the following:

a.

Select the program that you want to use to open the file (for example, Microsoft Excel).

b.

Select the Always use the selected program to open this kind of file check box.

c.

Click OK.

The file opens with the selected application. Now, you can view this file without having to perform all the steps listed above every time in the future.

Reinstate a resource who is no longer on the NY DOH sanction list

The New York Department of Health does not provide a reinstatement date for sanctioned resources. When a new NY DOH sanction list file is downloaded, the system will compare the file against the NY DOH-sanctioned resources in the application. If a sanctioned resource no longer appears on the NY DOH report, the resource is considered reinstated, and Allscripts Homecare populates the Reinstated Date column with the date the file was verified.

When you reinstate a resource, the application will automatically create a new role for the resource in Resource>General>Roles. The Status field will display Active and the Employment Date field will be populated with the reinstated date provided in the OIG file. This ensures that the sanction history is maintained in the application.

Import and process a Provider Sanction list

Note: This task applies to importing and processing OIG and NY DOH.

1.

Access the Transactions component.

2.

From the outlook bar or ribbon menu, select General>Provider Sanction List.

Click  adjacent to the File Name field.

The Windows Open File window opens.

Navigate to the folder where you saved the downloaded sanction list file.

Click  in the Files of Type field and select OIG File Type (*.dbf)NY DOH File Type (*.txt), or OIG CSV File (*.csv) as needed.

Select the appropriate sanction list file and click Open.

The path to the provider list file appears in the File Name field.

Click Process File.

A grid appears containing list of all resources in Allscripts Homecare who match providers in the sanction list file. All columns are read-only except the Sanction Action column, which defaults to Sanction Resource for each resource on the list.

If there are any resources in the grid whom you do not wish to sanction within Allscripts Homecare at this time, click  in the Sanction Action column and select Do Not Sanction.

To view the actual sanction list file you downloaded from the Internet, click View Report. The file opens in the application associated with the file type.

Note: If you receive a message that the selected file type is not associated with an application to open the file, refer to How to make the files Updated.dbf and (mmyy)Rein.dbf ready to view.

When you are finished reviewing the list, click OK to process the file.

For each resource in the grid who has a Sanction Action of Sanction Resource, the system will make the following changes to resource data in Resource>General>Roles:

The resource's status is changed to Inactive in the Status field.

The resource's Sanction Date populates the Termination Date field.

The words "Resource is sanctioned" populate the Reason for Leaving field.

In addition, the sanction data is made available in Resource>General>Sanction History for 
the sanctioned resources.

10.

When the processing is complete, a dialog box appears reading "Resources processed successfully." Click OK.

The grid is cleared from the window and the File Name field reappears.
