Cal-OMS Records Deletion Enhancement

What are we doing?
Extending the ability to delete a Cal-OMS record to the Cal-OMS Annual Update and Cal-OMS Discharge forms. Adding a new feature that would allow for the ability to delete a record in situations where it was included within a compiled/submitted Cal-OMS Submission File.
Why are we doing it?
To improve Cal-OMS Record Maintenance processes when incorrect records may have been entered by a user.
How are we doing it?
Adding a new field to the Cal-OMS Annual Update and Cal-OMS Discharge form, similar to the field previosly added to the Cal-OMS Admission form, that would allow for removing the record from the system when not included in a Cal-OMS Compiled/Submitted File. A new feature will also be introduced that will allow for defining access to certain users to allow deleting these records even if they were included in a previously compiled/submitted Cal-OMS File.
