Override Liability Distribution - Registry Setting

'Y' enables the Guarantor Override section in all 'Client Charge Input' forms.

This section allows overriding liability distribution for a service when that service is entered.

'N' removes the 'Guarantor Override' section from all 'Client Charge Input' forms.
