Require Funding Source - Registry Setting

'Y' makes the Eligible Funding Source field (Contracting Provider Registration form) required.

'N' does not make the field required, if there are no active registrations for the provider with a specific eligible funding source.
Providers with an active registration without a specific funding source will be seen as registered for all funding sources.
