Define how the Program field is accessed in all Client Charge Input forms, as well as the Service Panel Charge Input form.

'1' - Program field is visible, and edits are allowed.

'2' - Program field is visible, but edits are prohibited.

'3' - Program field is not visible.

'4' - Program field is not defaulted upon selection of Client/Episode

'5' - Program field list is limited to the client's active programs based on the date of service.

Choices 4 and 5 can only be used in combination with selection 1.

Choices 1&4, 1&5, 1&4&5 are acceptable, however, 2 and 3 can only be used by themselves.
