Provider Sanction

About Provider Sanction

The Physician Sanction functionality provides you with a means of interfacing downloadable sanction listing files from the Office of the Inspector General (OIG) and the New York Department of Health (NY DOH) with Allscripts Homecare. The sanction listing files contain the names, addresses, and UPIN/license numbers of resources that have been placed on the sanction list due to rule infractions.

Once the sanction list is downloaded from the Internet and imported into Allscripts Homecare, agency resources that match providers on the sanction list have their status automatically changed to Inactive in Resource>General>Roles.

Note: The application will not permit you to change a resource's role back to Active if the role has been designated Inactive due to sanction data.

You have the option to choose not to sanction a resource or to reinstate a sanctioned resource. In addition, you can generate a report that allows you to view sanctioned and reinstated resources as well as viewing resources attached to patients' orders and active admissions.

The Provider Sanction functionality includes the following windows in Allscripts Homecare:

Transactions>General>Provider Sanction List, where you import the provider sanction list downloaded from the Internet and preview resources in Allscripts Homecare who match providers on the list. When you click OK on this window, resources listed as sanctioned will automatically have their status changed to Inactive in Resource>General>Roles, if the sanction option is set to Sanction Resource.

Resource>General>Sanction History, which displays details on a selected resource's sanction history, such as the reporting agency, the method of acquiring sanction data, sanction type and description, and reinstatement date, if any.

Reports>General>Sanctioned Resources, which allows you to create a report displaying resources included on the sanction list, along with options for displaying details regarding sanctioned resources with active admissions and orders.

Provider Sanction Prerequisite Set-up

In Administration>Configuration>Operators, the System Administrator grants Full Access privileges to all operators responsible for maintaining physician sanction data in Allscripts Homecare. Applicable privileges are located on the Privileges tab under:

Transactions>General>Provider Sanction List

Resource>General>Sanction History

Reports>General>Sanctioned Resources

Create a folder on your hard drive for the sanction files downloaded from the Internet.

Download the sanction list from the Health & Human Services Office of the Inspector General website at http://www.oig.hhs.gov or from the New York Department of Health at http://www.health.state.ny.us/health...ud/listing.htm to folder you created in step 2.

Navigate to the folder and double-click the sanction list file to open it.

When the Windows cannot open this file window opens, click Select the program from a list, and then click OK.

When the Open With window opens, click the program you want to use to open the file (Microsoft Excel is recommended), select the Always use the selected program to open this kind of file check box, and click OK. The file opens in Excel.

This step enables you to view these files without having to perform this step every time in the future.

Provider Sanction Workflow

Download the sanction list from the Health & Human Services Office of the Inspector General website at http://www.oig.hhs.gov or from the New York Department of Health at http://www.health.state.ny.us/health...ud/listing.htm to the folder you created in step 2.

Access the Provider Sanction List in Transactions>General, navigate to the sanction list file on your hard drive, and click Process File.

The application returns a list of agency resources that match providers on the sanction list.

Review the resources the system matched with the Phys Sanction file. Select the appropriate action from the Sanction option column.

Click OK to process the sanction information. The status for resources who have sanction resource selected will automatically change to Inactive in Resource>General>Roles and sanction information is available for individual resources in Resource>General>Sanction History. If a resource's sanction action shows reinstate resource, a new role is added to the Res. Gen. Roles window. All fields will be copied from the role that was flagged as sanctioned.

Access Resource>General>Sanction History to view, edit or delete sanction data for a selected resource.

6.

Access Reports>General>Sanctioned Resources to generate a report displaying resources that were included on the sanction list, along with options for displaying details regarding sanctioned resources with active admissions and orders.
